Congressional Black Caucus Statement on GOP’s $1 Billion Cut to D.C. Local Budget

Today, Congressional Black Caucus Chair Yvette D. Clarke (NY-09) and members of the Congressional Black Caucus issued the following statement:

“Today, the House is set to vote on Republicans' partisan full-year continuing resolution, bringing us closer to a federal government shutdown and untold harm to the residents of the District of Columbia.

“The GOP's continuing resolution, which does not include traditional stopgap authorization for D.C. to continue to operate under its fiscal year 2025 local budget and instead forces D.C. to revert to its fiscal year 2024 budget, could force D.C. government employee layoffs and $1 billion dollars in cuts to the city government’s local budget for schools, housing, childcare, first responders, and other critical services. For more than 20 years, D.C. has been allowed to spend under its next year’s local budget while the federal government operates under a continuing resolution. Republicans reversing this long-held precedent is a partisan overreach that undermines D.C. self-governance and underscores the need for D.C. statehood and equal representation.

“The CBC and House Democrats have been clear: we will not stand for Republicans’ proposal to cut nearly a trillion dollars from social safety net programs while giving tax cuts to billionaires and a blank check for Elon Musk to continue his efforts to decimate the federal government.

“Republicans would rather shut down the government than work with House Democrats in a bipartisan way to pass a clean continuing resolution that protects D.C. residents and spares programs like Medicaid, Medicare, and Social Security. We are calling on three Republicans to do the right thing and side with Democrats to pass a clean continuing resolution to protect our communities from these harmful cuts.”
